[Import] WebAssembly 3.0 Draft: GC and Multithreading

W3C published first public draft of WebAssembly 3.0. New features include garbage collection and multithreading support. Java and C# can now compile directly to Wasm without bundled GC runtime.

Multithreading via shared memory and atomics enables compute-intensive tasks in browsers. WASI Preview 3 provides standardized system interfaces.
